Philadelphia’s ICC Exam 211 tests electrical knowledge using the 2020 NEC and Ugly’s Electrical Reference. The City does not require a separate Business & Law exam for this license. See the official ICC exam outline, page 6 and City licensing requirements.

ICC accepts any edition of Ugly’s Electrical Reference; the purchase link above is for the 2023 print edition. Use the 2020 NEC for Code questions.

JCR prepares you for electrical theory, NEC navigation, calculations, and exam practice. North Carolina business-law material included in the broader course is not Philadelphia licensing guidance.

Before applying, use Philadelphia’s Electrical Contractor License checklist to prepare:

• Experience: Four years of qualifying electrical employment. Two years of electrical education can replace one year of experience, up to two years of substitution.
• NEC coursework: Proof of eight qualifying hours in the current or later NFPA 70 edition, completed within the preceding 12 months. Check the City’s provider requirements; do not assume exam-prep enrollment satisfies this requirement.
• Business registration and taxes: A Business Income & Receipts Tax account, a Commercial Activity License, and current City taxes.
• Insurance: General liability, automobile liability, and workers’ compensation meeting the City’s minimums. Give your insurance agent the City’s certificate instructions.
• Application documents: Your exam result, experience evidence, photograph, and—if not self-employed—a signed employer statement. The exam must meet the City’s current-code rule, or you must apply within 12 months of passing.

Follow the City’s eCLIPSE application instructions to submit your application. If you will install, upgrade, or repair EV chargers, also review the City’s EVITP certification requirement.

Is Exam 211 a statewide Pennsylvania exam? No. Pennsylvania does not issue a statewide electrician license. Exam 211 is the Philadelphia electrical-contractor exam; other municipalities set their own rules.

What should I bring to the exam? Use the exact approved editions of the 2020 NEC and Ugly’s Electrical Reference listed in the current ICC bulletin and follow its marking rules.

Does passing the exam complete the license? No. Philadelphia also requires qualifying experience, recent NFPA 70 coursework, insurance, tax compliance, and business documents.

How long should I study? Most students who pass study 6–8 weeks, about an hour a night, and build up to full-length timed practice for the five-hour exam.
