Virginia Electrical License Reciprocity (2026): MD, NC, DC, KY and WV

Virginia electrical license reciprocity - JCR Productions

Virginia's electrical license reciprocates with DC, Kentucky and West Virginia for journeymen and masters, and with Alabama, Maryland, North Carolina and Ohio for masters only. A license earned by exam in any other state and held 1 year can qualify through Universal License Recognition, Virginia's route for people who already hold a license with a similar scope in another state. Both routes skip the PSI trade exam, but you still file a DPOR application ($171.75) with a letter from your board, and the universal route may add a Virginia law exam. To contract jobs over $1,000, your business also needs a Virginia contractor license.

Virginia electrical reciprocity: licenses Virginia accepts

No fit at all? A current out-of-state journeyman or master license still gets you approved to sit for Virginia's exam, without years-of-experience paperwork (questions 15 and 16 on the Tradesman Exam and License Application). That PSI exam is on the 2020 NEC.

No agreement and no universal route? You'll sit for Virginia's PSI exam on the 2020 NEC. JCR's Journeyman and Master packages are $495 each. Each pairs a 152-page workbook and 100 video lessons with a 500+ question practice exam and permanent code tabs, and the videos open the day you order.

What DPOR needs from you

  • Agreement route: the Tradesman Exam and License Application (A501-2710EXLIC), with "Reciprocity" checked. Fee: $171.75.
  • Universal route: the Tradesman ULR application (A501-2710ULR). Same $171.75 fee.
  • A certification of licensure or letter of good standing from every state that licensed you. It must show your license number, first issue date, expiration, how you got it (exam or reciprocity) and any closed discipline.
  • Universal route only: that letter must be dated within 90 days and sent by your board directly to DPOR at trades@dpor.virginia.gov.
  • No pending complaints and no discipline beyond a fine. That is a condition of Va. Code § 54.1-205.

After you're licensed, each renewal takes 3 hours of electrical CE. JCR CE classes are approved by Virginia DPOR. See Virginia CE classes.

The contractor license is a second step

A Master Electrician license lets you do the work. It doesn't let your business bid or contract electrical jobs over $1,000. For that, the firm needs a DPOR contractor license with the electrical (ELE) specialty. A master electrician must be named as its qualified individual, the person who answers for the firm's electrical work.

  • Class C: jobs over $1,000 and under $30,000, under $250,000 a year. No business exam and no net worth minimum.
  • Class B: jobs $30,000 to under $150,000, or $250,000 to under $1 million a year. Needs $15,000 net worth and the General and Virginia business exams at PSI.
  • Class A: jobs $150,000 and up, or $1 million or more a year. Needs $45,000 net worth and the Advanced, General and Virginia business exams.
  • All classes: 8 hours of pre-license education.

You prove net worth with DPOR's financial statement form, a CPA review or audit, or a surety bond (details in the contractor application instructions). Job limits come from Va. Code § 54.1-1100. The North Carolina deal covers the contractor license itself, while Ohio's covers only the contractor law exams.

Where a Virginia electrical license transfers

A Virginia license earned by exam travels well, mostly north and west. Here is what each receiving state's own rules say.

Florida Ten-plus years holding a VA electrical contracting license can qualify you for the comparable Florida certificate 2-hour Florida Building Code course

Where it falls short

  • Tennessee and South Carolina: neither lists Virginia on its exam waiver list.
  • Georgia: no reciprocity with any state, as of May 2026.
  • DC, if you skipped the exam: journeymen licensed through a Virginia apprenticeship exemption don't qualify. Maryland does accept them.
  • North Carolina, with Class C: the agreement needs Class A or B.

For every other state, use the 50-state reciprocity guide. North Carolina details are in the NC reciprocity guide.

Next door, see the Maryland reciprocity guide, Delaware reciprocity guide and Tennessee reciprocity guide.

How to get a Virginia license by reciprocity

  1. Check the partner table. If your state and level are listed, use the agreement route. If not, use the universal route.
  2. Download the matching DPOR application and pick Journeyman or Master.
  3. Ask every board that licensed you for a certification of licensure. On the universal route, it goes straight to DPOR.
  4. Mail the application with the $171.75 fee to DPOR in Richmond.
  5. Pass the Virginia law exam if DPOR asks for it.
  6. Contracting? File the firm's Class A, B or C application. Class A and B also need the PSI business exams and proof of net worth.

Virginia reciprocity questions

Does Virginia have reciprocity with North Carolina?

Yes, for masters and contractors. An NC Unlimited licensee can get a Virginia Master Electrician license plus Class A contractor status. NC Intermediate leads to Master plus Class B. Going south, a Virginia master who also passed the Class A exam qualifies for any NC classification.

Can I use my Maryland journeyman license in Virginia?

Not under the Maryland agreement, which covers masters only. A Maryland journeyperson license earned by exam and held 1 year can still qualify through Universal License Recognition. DPOR may ask you to pass a Virginia law exam.

How does Virginia universal license recognition work for electricians?

You apply on DPOR's Tradesman ULR application with a license from any state that you've held at least 1 year and earned by exam. Your board sends a certification of licensure dated within 90 days. The fee is $171.75.

Can I use my Virginia electrical license in Maryland or DC?

Yes. Maryland and DC both accept Virginia masters and journeymen at the same level. DC needs a license you earned by exam. Maryland also takes journeymen licensed through an approved apprenticeship.

Do I need a contractor license after getting a Virginia master by reciprocity?

Only if your business contracts jobs over $1,000. Then the firm needs a Class A, B or C contractor license with the ELE specialty and 8 hours of pre-license education. Class B also needs the General and Virginia business exams and $15,000 net worth. Class A adds the Advanced exam and needs $45,000.
