Victor Ring
Lead Instructor
Victor Ring has been a dedicated part of the JCR educational community for over 20 years, sharing a deep passion for electrical education alongside his mentor and best friend Jeff Rodriquez.
An electrician for over 50 years with an unlimited license, Victor has built a distinguished career in the electrical industry through decades of hands-on experience and instruction. In 1999, he founded V.H. Ring Electric, a successful commercial contractor, where he established a training center focused on NEC instruction and field methods.
As Lead Instructor for JCR Productions and a local legend around the NC electrical industry, Victor brings exceptional knowledge, clarity, and enthusiasm to his practical National Electrical Code exam prep and Continuing Education classes, supporting JCR's ongoing mission to advance high-quality electrical education and professional excellence.
Mike Waggoner
Instructor
Mike Waggoner brings over 40 years of electrical industry experience to JCR Productions. He earned his journeyman license early in his career and spent decades working across residential, commercial, and large-scale projects — from cellular site build-outs across Florida to oil field work in North Dakota, eventually settling in the Raleigh, NC area with his wife Lynn.
Mike became an NCCER Certified Electrical Craft Instructor in 2016 and has taught apprenticeship programs through ABC, corporate in-house programs, and the Department of Labor's virtual platform, more recently adding electrical contractor license exam prep to his teaching credentials.
As he puts it: "I'm in the season of my life and career where I want to focus more on the education and mentoring side — really giving back to the industry that has given so much to my family and me through the years."
Frank Shelton
Instructor
Frank Shelton has spent nearly four decades in the North Carolina electrical industry and holds unlimited electrical and General Contractor licenses.
Frank has become a remarkable teacher of continuing education and construction management, at Surry Community College since 2020 and now JCR in 2026.
Frank serves as Director of Housing and Campus Life Capital Projects at Wake Forest University, overseeing capital construction, renovation, and life safety systems across more than a million square feet of campus space. He is a passionate teacher and mentor.
JC Hall
Operations & CE Director
JC joined JCR Productions, Inc. in 2023, bringing a strong foundation in business and innovation with a BSBA in Innovation Leadership from the University of Missouri.
Her career includes key roles at nationally recognized companies such as Ashley Furniture, Mitchell Gold + Bob Williams, and Lowe’s Corporate. Diverse, multi-industry experience has strengthened her operational leadership, customer service expertise, and passion for continuous improvement. As Operations & CE Director, JC brings energy to every initiative she leads, with a strong focus on education.
Chassitie Pettit
Operations Manager
Chassitie is often the first person you speak with when contacting JCR. Since joining in 2024, she's brought extensive customer service experience to ensure every student interaction is professional and helpful. She manages daily operations and works to make your experience with JCR as smooth as possible.
Luke Willert
President
Luke Willert is the President of JCR Productions. Previously, he worked in the financial industry after dropping out of the History Ph.D. program at Harvard University.
Luke lives in Asheville, NC with his wife, two sons, and two dogs.
